Tonight I ran 'The Ninth Rule' and was awarded about 2300 Specialization XP but only got about 850 Ship Mastery. I also ran 'Sentinal' and got about 2300 Specialization XP but got that amount of Ship Mastery. They both went much quicker tonight than last night.
Argala awarded about 5400 Specialization XP. I only did get about 2200 Ship Mastery but that is because that is all I needed to complete it.
As an aside, don't get me going about Gron'cha Ship Mastery. I had a Hard Endeavor tonight to kill 30 Tzen'kethi Ships. I did that and got 7 Ship Mastery when I left.
While checking my latest toon, I realized I was missing a couple of traits that could really work well with the build I'm using, so I went in for some Patrols.
Same comparison as you, @ltminns but my results were a little different: 2.400 Specialization XP, 800ish points Mastery for the Ninth Rule.
24k Specialization XP, one Mastery level for Argala.
In the end, I leveled the ship with 3 Argala, 1 Nukar and 1 Parein (this one gave me the least Mastery points, 'cause it was pretty much capped by the time I went in), plus the one run on Ninth Rule.

Agli appartenenti al terzo tipo, invece, dico grazie. Anche se non sempre si riesce a mantenere la calma, siete quelli per cui vale la pena incazzarsi.
The impulse boost on the suchs cruiser is negated if you opt for the park up and grav tactic. They'll still apply the debuff but it does nothing to a stationary ship.
This is not true. The debuff will force you to full throttle. The only way to avoid it is to stay away from them.
Although, it does give me an idea...and of course when I test removing my engines, they didn't use the power at all. But yeah, pulling engines out is not really viable anyway since you'd have to do it before red alert.
Could be that I've not been hit by the debuff at all with the tactic mentioned so it may be more down to the ship used, T'laru carrier with the drone pets. Working it with 2 accounts I pick a target and the drones instigate combat while I get close enough to well them, drop a spread of torps and park at close to max range before swapping to the other ship to fly them about shooting the stragglers.
If I was going full blown lazy mode for the patrols it'd be a pair of jem dred carriers with the same tactic. New patrols look pretty and don't have the idiotic design of skimming the edge of the map area thats found elsewhere (both positives) but gameplay wise they are still just mindnumbingly dull.

Key words: "close to max range." Viral Impulse Burst has a range of 5 km so if you're further than that, it can't hit you.

That explains half of my patrol problems. Form todays patch notes.

The gorn in Ninth Rule do drop XP, though. Will have to try the elachi one tomorrow.
