With the changes in beam overload and mines, I've been thinking about trying a new torpedo boat build. I'm thinking one double beam bank to melt shields, and the rest torpedoes and mines.
I need help with items that boost torpedoes. I can't keep track of all the consoles and sets.
I would appreciate any input on anything that would boost such a build, especially with regards to consoles and sets; and possibly BOffs and DOffs. And maybe recommendations for which torpedoes and mines might work the best.

I'm not sure what other torpedoes I'd use in a torpedo build, but the crafted plasma torpedo is a good option. The terran rep torpedo and the console are also definite considerations. You might consider the Kentari rockets to trigger your torpedo doffs frequently, however they might be difficult to play with when you want to load a TS or HYT for your real torpedoes, but if you can handle manually firing everything well then you wouldn't have a problem there.
On drains, tachyon beam has several ship traits for it, which you may or may not have, and there's one reputation trait that lowers science boff CDs when you use a TS or HYT, so it should be frequently available with the right build. Charged particle burst is another tool for shield draining, but I don't think its a great option. Temporal abilities have 2 shield drains in them too. And of course with a drain heavy build, Tykens rift can shut ships down fast.
Since this direction favors science ships, you could put an omni beam in the back so you can use subsystem targeting for the target shields too. I'd like to see a good escort type torpedo boat, but I'm not sure the options are there to really support it.

Yeah its rough unless you really go science. I'll say though, your idea inspired me to do something much less ambitious but sitll fun, and that's take my Kurak with its 5/3 layout and run 2 torpedoes in front. Its definitely not what you want, but with torpedo doffs its a constant stream of torpedoes. I haven't done enough to figure out what torpedoes I like best, but maybe you'd like that setup enough.

I actually use Moulayasz as well because I have some exotic damage in my build that needs amplifying, he gives 25% bonus exotic damage for 10 seconds when using auxiliary to battery.
Torpedos
Withering Photon Torpedo x3, Kelvin Timeline Torpedo x1, Bio-Neural Warhead x1, Terran Taskforce Disruptor x1, Particle Emission Torpedo x1.
My build is a little bit complicated and is far from perfect, when I was new and mad on perfecting my game with what I had: I did a lot of experiments and most of what I have is possible thanks to my Personal Traits and Space Traits. It's a jack of all trades, where one thing triggers another.
An example would be the Bio-Neural Warhead. It fires 2x per second for 2.8k proton damage per hit, 7.5km range: I believe it triggers the energy weapon effects I have, but regardless of that damage it also has a 47k damage explosion over 0.5km on detonation.
I also hear that the Romulan Ships are now available to FED characters? If so, I definitely reccomend the Romulan Torpedo Set (Can't remember the exact name, but 25% torp damage bonus!)
Consoles
Point Bombardment Console from the NX Refit.
Swarmer Matrix from the new Kelvin lockbox
Deconstructive Resonance Emitter from the Hur'q lockbox
Glorious Charge console from the S31 lockbox
Ordnance Accelerator from the Gamma rep
Lorca's Custom Fire Control console from DSC rep (affects shield pen which is a big help, but not torps directly)
Covert Munitions console from the Competitive rep boosts quantum torps if you like that flavour for your projectiles.
Sets
3pc from the Protonic Arsenal (Dyson rep) boosts photons and also critical change & damage from all torps over the range of the whole set. Need all 3 parts for max effect.
3pc from the Terran Taskforce Munitions - gives various boosts to firing speeds and cooldowns, plus the 3pc give secondary launchers as a clicky. A bit gimmicky but good to us for extra dakka dakka when you need it and the various set pieces are all good anyway.
2pc Adapted MACO space set - offers a boost to torpedo damage.
2pc from the Lukari Restoration Armaments set offers a nice torpedo damage boost, and the console/torp are decent gear themselves.
Other bits n' pieces
Elite Fleet deflectors from the Colony holding offer among other things boosts to weapon specialization and shield penetration, both are good for torp boats.
Various projectile doffs are up for grabs including Law from the Nimbus III arc for free.
Traits
Reverberation - Amarie class Heavy Escort (promo ship but the console is very good for torps as it can knock down shields completely for upwards of 10 seconds with a decent enough DrainX skill)
Entwined Tactical Matrices - Gagarin MW Battlecruiser (offers free TS1 with use of BFAW and CSV, and the opposite when using TS; can allow you to spit out 3 torp spreads within a few seconds for devastating effect)
Ceasless Momentum - lockbox but cheap on the exchange (firing a torp gives a stacking boosts to kinetic dmg, kinetic resistance and torp cooldown reduction)
Self-modulating Fire - critical hits give a boost to shield penetration, stack up over time, helps greatly with torps against those pesky shields.
Resonating Payload Modification - adds a stacking kinetic resistance debuff to enemies hit by torps.
I'm sure there is more stuff but that's all i can remember off the top of my head!
Would anyone be able to confirm if they CAN be used by fed players now? I'd switch to a plasma based torp build just for this!

PC side, yes. I'm not sure if PS4/XB1 players can use Romulan ships yet, though.
Do note the red text equip limitations: The first one can only go on Warbirds, Romulan DSDs, and the Scorpion fighter, and the other two can only go on T'Varo variants.
