Unable to train away team

On my toon Sin I am unable to train an away team member with the Cmdr level ability Medical Generator Fabrication III
My engineer is Cmdr rank, I have multiple copies of the training manual, and I have plenty of expertise points
But when I try to train from the window it says training manual required and when clicked on the ability window is empty

Is your inventory full? Is there anything in your overflow bag? Have you switched maps? Thanks.

No overflow tried on several maps including ESD and First city on Qo’Nos
And can’t do it on any of my many characters
