Active Duty Officer Slotting Bug?

I realize that some doffs are limited to slotting only 1-3 of the same specialization, but is that limitation shared between ground and space doffs? For instance, I have a single space Quartermaster doff slotted, but cannot slot a single ground Quartermaster doff. The UI relays the message, "You cannot equip more than 1 items of that category", as if I'm attempting to slot a second space Quartermaster. Is this working as intended?
