Behavior of Bridge Officer items

I'm noticing some weird behavior for Bridge Officer candidate items.
Some of my captains are able to mail bridge officers from their Recruitment/Bridge Officer Candidates area, while others don't even see that section shown for them while trying to attach an item to mail. For instance, my Federation-aligned Romulan Tactical captain did not have the candidate section visible in the mail screen, I switched to a Federation Human Science captain and did have them available.
Bridge Officer candidates don't seem able to be placed into the Account Bank (not sure if intended, it's been like that for at least a year as far as I can recall), except if you have a candidate in Overflow, where it can then be moved from Overflow into the account bank.
Going off the previous one, there seems to be no way to move a candidate from Overflow to the inventory besides using the Move All to Inventory command. When I put one in the account bank out of the Overflow, to take it back out I could only move it to the candidate roster.
