Situatinally Greyed out Transwarp for Primary Missions

Over the past week or so I leveled a new Romulan faction Alien captain, Federation aligned. The option to Transwarp to the missions was greyed out/unavailable most of the time, I believe I've figured out that it would let you do it but only if you were not in the Quadrant space of the mission (which is problematic since the majority of your first arcs are all going to be in Beta Quadrant and thus deprive you of transwarping). For example, I was in Alpha Quadrant just now, I brought up the Beta Quadrant mission Sphere of Influence, and had the option to transwarp to it. I then brought up the Alpha Quadrant mission Stormbound, and only had the option to auto-pilot to it. I then transwarped to Beta Quadrant, and the situations were reversed and I could transwarp to Stormbound but not to Sphere of Infliuence.

I don't know if this is intended behavior somehow, but since it does not have a limitation like that on PC I presume it is a bug.
