I think the issue with those is you're supposed to have the Transwarp Coil component to use those transwarps (bought from the dilithium store) and there's no indication of that unless you've stumbled across that item before.
I think it is either a rep (probably Omega) or a Duty Officer rep (diplomatic) that unlocks deferia. I've never seen bajor, but can get DS9 at level 4 Diplomacy.

The Transwarp Coil is required, but these transwarp destinations come from Fleet Starbase Transwarp Conduit upgrades and none of the other destinations added require them.
My understanding of the Transwarp Coil is that it adds several other destinations to the list and using one of them consumes the coil.
