Task Force Synergistic Overcharged Singularity Core - Possible Bug

On this core: the description reads "Singularity charge level +60% Slipstream Speed +100% Slipstream Turn Rate" at Mk XII. I thought the singularity core only built up a core charge during combat. If this true and if I am not mistaken: the bonus would never apply in sector space. Am I reading it wrong or is this bug or bad wording?
