the Temporal Vanguard warship only has 33k base hull, thats the Lowest of all T6 VAnguard ships, even the Vanguard Raider has already 41K and the non-Temporal Vanguard Warship has 51K, the Nandi and Breen Warships have each about 54K. So why is the Hull of the Warship so low?

I think its balanced out by the Vanguard pets as well as higher shield stats.
Remember they gotta balance the ship with the others. Since it is a Vanguard ship, she comes with two wingmen. Something the other three do not have.
It does have a pretty good shield modifier, but overall it's just bad design.
We know it's not a balance for the Wingmen mechanic because otherwise this same system would be in place with the account wide Vanguard ships that also have this mechanic. Cryptic simply decided to make this ship a little different by giving it good shields and low hull.. and in their typical way they went a bit too far with the drawback.
The hull on this ship is stupid low, it's lower then any other ship including raiders. 33k Max Hull at level 60 is laughably silly.
The other Vanguard ships, as well as the Nandi and Breen warships, are all fleet level, whereas the temporal warship is not. The temporal warship is also the only ship that has a full specialization mechanic, which may also be a factor for it's lower hull strength. How does its hull compare to the other temporal warships in the bundle, and how do they compare to similar ships in their respective factions?

Most warships tend to have a hull modifer of about 1.0-1.2+ (though none go up to 1.3), same goes for shields. Weaker hull means stronger shields and vice versa but generally none fall below 1.0 in any of their stats even if one of them borders at 1.3.
The temporal warships have already taken a dip down to ~0.9 (still below 1 on the fleet versions) but the the Vanguard is just pitiful at 0.75 and 0.825 (fleet) which is even lower than friggin raiders & bops (even full spec ships).
It may have the highest shield mods of the bunch (not by much though) but that matters less these days when everything just rips through & bypasses shields and you have to mostly rely on hull.
I can get behind the arguments of the fed, kfd and rom hull mods (to a degree) but even with the wingmen the vanguard ship is just way too brittle.
