Dilithium exchange steals your dilithium

STO has a huge bug I have reported before and they refuse to address. I have now lost over 10 million in refined dilithium with this bug.
When you convert zen into dilithium using the dilithium exchange it stores your newly converted dilithium into the dilithium exchange bank where you can then withdraw all or some to your toon. The bug hits when you have toons like mine that have close to the max allowed to be refined ( 10 million )
So yesterday on July 3, 2019 around 4pm central time I converted zen to get my exchange bank to have slightly over 10 million refined dilithium in my dilithium exchange bank account,
Here is where the bug steals your refined dilithium, I went to withdraw enough dilithium to max out my toon (Omar Bradley@steve1960) to 10 million refined dilithium but accidentally withdrew all my dilithium from the dilithium exchange bank which was slightly over 10 million, it withdrew all my dilithium but only applied enough to my toon to max it out to 10 million the other 8 million of refined dilithium was gone. It does not return it to your dilithium exchange bank nor disperse it to other toons on the account, it’s just gone forever.
So this has happened twice to me for a loss close to 15 million in refined dilithium which we all know too well what that would cost in real dollars. I put a ticket in the first time it happened and the best answer was try logging out then back in again and see if somehow my lost fortune would return. It did not!
So my last hope to get this addressed is to post it here with the hope that a developer will read this post and do something to warn users of this bug and then address it in an upcoming update. I spend roughly $400 a month buying zen as I am the armada leader of 5 fed fleets and 12 Klingon fleets and trying my best to keep my fleets active and fun but if STO will allow me to lose this much zen with this bug I may be forced to stop purchasing zen every month until this is resolved hurting my fleets in the process.
If anyone else has experienced this bug please add your experience to the page to help get this resolved. I even told the person from support I didn’t care about recovering the last dilithium I lost if they would just fix the issue but of course nothing was done and now I lost another 8 million in refined dilithium which is starting to rub me the wrong way and now I really need this resolved
Thanks all for listening to this complaint but I figured if STO will not fix it then it’s better to let as many as I can know about it so they can also avoid using the exchange bank until it’s fixed
