Locked skill tray.

I have a level 16 tactical romulan character. Sometimes when I change maps, my singularity abilities will be on my skill tray. Even when I lock it and save the loadout. It's really annoying when you switch from ground to space during a mission and have to TRIBBLE around with it before you can start. Is there anyway to keep this from happening? If not and it is a bug, please fix it. I've been hearing of this problem from other players as well.

    I always save the loadout twice since I have learned that saving it once usually does not cause it to click and remain locked.
    Where there is a Will, there is a Way.
