Missing Advanced Phaser beam arrays

I opened the Miracle Worker Flight Deck Cruiser on a level 14 character and as such i only received 4 of the 6 Adv. Phasers you're supposed to get.
I suspect this is due to the scaling nature of t6 ships and some weapon slots being locked.
According to the announcement blog:
"The Miracle Worker Flight Deck Cruiser comes standard with six Advanced Phaser Beam Arrays and unlocks the purchase of additional Advanced Phaser Beam Arrays in the Dilithium store."
I also got the Miracle worker D7 on a klingon character at lvl 65 i received the 6 Adv. disruptor beams there with no problem.
