Crystalline Entity event - Crystal Radiation Projector reclaim

With the recent changes to STO and them streamlining the event process, closing out old projects and automatically rewarding them, I noticed something when the events were claimed. The Mirror Universe Dual Pistols from the Mirror Invasion event went to the dilithium store and are account-wide reclaims, but the Crystal Radiation Projector (rare blue) that was awarded upon the completion & closeout of the Crystalline event is not reclaimable by other toons on my account. Was this weapon never meant to be an account unlock? I'm just curious if it's locked to only one of my characters or if there is a way to unlock it account-wide that I might have missed?

    it pre-dated the account-unlock system for event prizes, as did the crystalline energy torpedo launcher, the emergency conn hologram doff, the crystalline spike kit module and the mariah kilara marr doff​​

    Items that weren't unlocks when their events ran, still aren't unlocks.
