Unable to select small craft

My reman-kdf character recently completed the mission "Small Packages" to get a Tiercel Shuttle. While there I also collected a Scorpion.

However, on speaking to the ship manager, both are marked as "ready" and I cannot switch between them. The upshot being that on the ground, I can paint the tiercel, while in space I can only select the scorpion.

Raised as in game report but was asked to duplicate here.
