I would actually make the races continuously available, too. Log everyone's best time for like 15-30 minutes and then give the placement rewards based on time. Daily/yearly leaderboards could be kept to show the best racers. This would also conveniently get rid of the flag stealing controversy.
Dunno, racing against the clock isn't the same as racing against other players. You have no indication on whether you can go easy but safer, say when transferring powerboard to floater in the biathlon.

That's the point. You could never go easy. And given the go-to explanation for why we "must" have flag pickups instead of a normal finish line is that lag makes other players' positions display inaccurately, your indication isn't likely reliable even in the current format.
Lap times are accurate and easily comparable so you won't get complaints where someone appears to be behind you but is actually in front because of lag. Nobody will ever steal your flag and leave you holding the "participation" reward because it's too late to aim for the other flags. And if you get DQ'ed or a bad time you could go back and try to do better instead of having to wait for the next race. Your best time during the race period would be counted for the reward. It would even get rid of the silly instance switching dance when everyone is looking for an empty race to win by default.
It would be more reliable, more accessible, more competitive, more fair and encourage more play-time without being a farming spot (since the reward would still be given only once per race period).
All that you say is true, but getting some place, sending a score, and waiting for it to win (or not) just isn't the same to me as actual direct competition.

Seriously, why do I feel as if I'm being punished for enjoying Risa Summer Event?
I'm currently doing LOTS of grinding on multiple characters with duty officer assignments, Admiralty, multiple reputations (of six tiers each), multiple fleets, multiple fleet projects...
I honestly feel as if I'm stuck in a pattern of constant endless - grinding grinding grinding grinding grinding....with the only escape being episodes, and content I've played multiple hundreds of times over....
I feel grouchy, irritable....
If only there were some EVENT to break this rather dreary monotony? Something fun, different from everything I've been doing all year? Something I really look forward to, and enjoy as a break from the usual?
So why are we waiting until July, when we most desperately need it the most?
You always need holidays the most shortly before they arrive.
Right now my best bet is indeed a week of nothing after the current FTFO and then Risa. I already parked most of my toons there and put them in proper attire.

I would TOTALLY be happy to see the dance party going continuously, it's easy, and it's fun. As much as I at least used to be able to blitz 5 characters through horghan hunt before it ended, that's a slog and a grind, where dance party is easy, just pin the dance emotes up and pick whichever one they say.
Horg'hann hunt with only cooldown per alt would mean being able to run all of the mthrough and have the cooldown done on the first one by the time the last one was done. It would also be nice for getting more favors.
Well, it would depend on the CD, if it were the classic 20h "daily" cooldown, you'd need quite a few toons to continuously fly ...

So it was, at least for me, an actual challenge to get in 6. Sometimes I made it, sometimes I made one too many mistakes (and sometimes I got a hiccup on character change). That would be gone - but I'd probably not miss it every day.
As for the dance party: I wonder how much of a party it would be (i. e. how many people are there) if it wasn't a set time.

So it was, at least for me, an actual challenge to get in 6. Sometimes I made it, sometimes I made one too many mistakes (and sometimes I got a hiccup on character change). That would be gone - but I'd probably not miss it every day.
So much this, it's fully skill based how many you get.

Or
Some of the Science Crew SCUBA dive to study a coral reef on a near by Island.
I'm sure our Captains could think of a dozen or 20 more like these if we put our heads together.
1 token per completed DOFF mission. A chance at 5 only if the result is perfect. Or, maybe you only get one if it's perfect.

Lap times are accurate and easily comparable so you won't get complaints where someone appears to be behind you but is actually in front because of lag. Nobody will ever steal your flag and leave you holding the "participation" reward because it's too late to aim for the other flags. And if you get DQ'ed or a bad time you could go back and try to do better instead of having to wait for the next race. Your best time during the race period would be counted for the reward. It would even get rid of the silly instance switching dance when everyone is looking for an empty race to win by default.
