Can my character use the Disco Cyborg head pieces? (not helmet)

The original release blog seems to indicate captains can use the pieces, but maybe it was just talking about the vest...
If so, can someone tell me how to find them?

    As far as I know... the cyborg implants are exclusive to the BOff, the helmet and vest aren't.
