Discovery Operations Pack: Combat Tardigrade still not an account unlock

Despite us being told in the LiveStream that the "Combat Tardigrade" would be made an account unlock, this is still a once-only-unlock.
This bug should be considered as 'bugged' until the necessary change is made.
