Can't buy ships with zen

I can't buy any ships with one of my characters. The character being is Aero. The prices are all in red even though I am at the correct level. And it is with my faction. It will not even let me claim the ships I've already bought with my other characters. Like it does with my other characters. Every time I try it says " you do not meet the requirements for this item". When in fact I do. Also this is for STO ps4
