    Just a number the writers pulled out of their butts.......how many of them were combat capable vessels? Prolly half or less. Any modern military has a long logistical tail to support the combat forces. At the point The war ended, the Klingons were operating unopposed in the Sol System itself and overran Starbase 1 in mere hours and the only solution Starfleet Command had was hiring Space Heydrich to burn Q’onos.....something so hypocritical even Mikey Spock understood it was wrong once she figured it out and refused to do it.

    How many times do we see a hostile force near Earth and they never have anyone to stop it except the Enterprise

    Starfleet definitely wouldn't turn a blind eye to giving a species a cure a rouge group created in the first place becasue they might lose a war *cough* Changelings

    in order for a loss of 39 ships to be considered 'large' the entire federation fleet would've had to have numbered around several hundred ships - certainly far less than a thousand, because if you have that many ships, losing 39 is no longer considered a 'large' loss​​

    It could also refer to the fact that they lost that many in one battle. Overall it may be a small loss compared to the full strength of the Federation fleet, but to lose that many ships in a single battle is not only a devastating blow in terms of equipment, but MANPOWER as well.

    Losing 39 ships over the course of several battles would not be considered devastating. Losing them all in one battle is.
