Item upgrade bug

I plugged in the amount of points needed to upgrade, it didn't.

I ended up throwing another upgrade at it and it worked.
I do not think i should have had to though.

    I do believe that the tech points work just like lots of things in that you have to reach that number, plus 1. I have never bothered in STO but I have played several games where it would say that you needed, say, 50,000 XP for your next level however you didn't actually gain the level until you hit 50,001. Is it a bit misleading ? Kinda, but it is a convention that has around forever and is no surprise to some of us old folks.
