It could be something between you and the server. Last night I had so much lag a friend thought the game was getting a DDoS attack. Turns out it was just several hours of my ISP being an idiot or something. My connection got back to normal about midnight my time.
Was fine earlier today, just began acting up really bad within the last hour or so

If web browsing seems to be fine, then it might be one of the god knows how many connections between your PC and the STO server. Its not like a direct connection between two XBoxes. You got potentially miles of connections and hubs between you and the server. Any one of these could cause a slowdown.

Best thing to try is to restart your PC AND your router. Something simple as someone not turning their wi-fi on their mobile on and off when they come home can cause an IP conflict, something that happens often with me.

All you can really do right now is wait it out.
