Bridge Officer - Superior Luck trait not displaying/working?

By default a bridge officer should have an innate critical chance of 2.5%. The Superior Luck trait tool tip says it adds 4.5% critical chance. Even in a ground zone with two bridge officers the one with this trait and the one without still show the default 2.5% critical chance.
I assume the bridge officer with the Superior Luck trait should have 2.5% + 4.5% critical chance for a total of 7%? It is hard to tell if the Superior Luck trait is truly broken or still in effect but with the number simply not shown under the stats. The critical chance stat does change if you add shield and armor that add % toward the critical chance.
