Reroute Reserves to Weapons: Duplicate/Shared Cooldown Bug

I just bought the OG pilot ships during the last ship sale and wanted to experiment with using Reroute Reserves to Weapons. However, separate from the known design balance/mechanics issues compared to standard weapon enhancements (FAW, BO, CRF, CSV), I observed what appears to be a cooldown bug with shared (other weapon enhancement powers) and duplicate (other ranks of RRtW) abilities.
The shared/duplicate cooldown is supposed to be 15 seconds. You can see this by slotting RRtW3 (Cmdr) and RRtW1(Lt. Cmdr) together in the same bridge officer. When activating RRtW3, it starts a cooldown of 15sec on RRtW1 and the ability becomes grayed out. However, after the 15sec cooldown on RRtW1 expires, the ability remains grayed out and is unable to be activated again for another 5 seconds. This makes the effective cooldown a total of 20sec, which does not appear to be intended.
