Don't really use it but I seem to recall it being changed a long time ago to not crit, back when they had to fix the issues cause several million DPS from kemo.

So far it only seems particularly useful on torpedo boats. Does anyone know if the chance to proc on energy weapons is per shot or per firing cycle?

Oh noe..Your absolutely right.
At most its a tertiary damage source and a mild Debuff. Not worth an LTC Tac seat on an escort or cruiser..Limited use on a Sci ship with that high a seat. Ensign an Lt are good spots for it.

I still do that just because of Entwined Tactical Matrices. The Extra\Back to Back Torp spread is why I do it.
I mean if youre hitting two targets, can't kemocite proc on both targets?
My original idea for the build im using was to suck everyone up with gravity well and then hit them with faw + kemocite, so each proc hits the entire group of enemies for max effectiveness.

I have a similar build going with the bio-molecular but the Kemocite update didn't really seem to do a whole lot for me. Rad damage in general, just seems lacking though. I might switch to Isolytic cannons and plasma based building.

FAW is 5 shots per cycle(Generally 2 cycle per ability activation). More targets do not increase the chances of the beams procing more.
