Server Time Out Over And Over

I'm getting server time outs every few minutes. Sometimes it will give me as much as 10 minutes before doing it, other times it happens immediately after I log on. During the time I'm logged in I have to consider myself lucky if I get a lot of short rubber banding because the alternative is my ship flying off for 30 seconds refusing to respond and then then snapping back and doing it again a few seconds later. When this is happening I can't even get the chat window to change tabs. Nothing responds except maybe slightly turning my ship on it's trajectory.
