Klingon Rebels Deep Space Encounter

I would like to report that the Klingon Rebels deep space encounter is/maybe bugged as could not access it in sector space when it appeared on the map

Those deep space encounters are usually timed, you need to get to the place where the event spawns. If you do not then the deep space encounter goes away. So not sure if it is bugged or working as intended. Thanks.
