Veteran Dilithium Refiner....not working

I am well above 800 days veteran. I was able to use the veteran dilithium refiner at the Academy many times until this last patch update yesterday. The last time i used the veteran refiner was on Tuesday. I thought that maybe i had to wait for a cooldown period, but there is no countdown and the option to click it has been grayed out.

    The assignment isn't in progress and I completed and collected the reward on tuesday
