Cannot start the Sphere of Influence mission on several characters

I have several characters who are being told that to go to the delta quadrant that the sphere of influence mission needs to be completed. Some of these characters did it in the past, but that fact was erased when the journal was restructured. Because of this i need to replay a non-replayable mission to advance my mission journals on those characters. It is very easy to reproduce. I sinply need log in and check the episode journal. Sphere of influence does not even have a hail button. The mission directly prior to it was played on some and skipped on others by they all have the glitch. Without that mission all missions after SoI are unplayable.

Ok I figured it out. Go back about 10 missions or so and do new Romulus aid, again, and skip the warehouse mission, that will activate the 10 missions later sphere of influence
