Visor 2 not available on Male Fed-Rom

The dropdown on my Male Fed-Rom seems to be missing the pinnacle of headware, Visor 2. I have heard from others that it is also missing from Klingon and Jem'Hadar. In fact the only options i seem to have there are the event sunglasses, and eyepatches I can purchase for zen.
