My Romulan delta recruit cannot move past sphere of influence, mission is marked as complete but next episode is not available
only option is hail

Check back through all previous story arcs as some new missions have been inserted and those will likely block your progression.
You will need to Play/Skip them to continue in the Dyson Sphere mission line.

An alternative that might work for you, is to approach the Dyson Sphere Gateway in the Beta Quadrant as you can sometimes start the mission from there even without having accepted it already from the mission giver.
