Co-opt Energy Weapons healing enemy?

I reviewed the combat log for "Borg Disconnected" on Normal difficulty. Both the Voth Citadel Dreadnought and the Borg Queen Octahedron received HP from the Co-Opt Energy Weapons skill I used. Not a whole lot, between 300 and 400 respectively, but should this be happening? I've seen it happen with the Voth before, and thought it was maybe something that the Voth could do, but the Borg??
The ship I use is a Faeht intel warbird, I was very likely also using Hazard Emitters, Intelligence Team, the intel array and Evade Target Lock.

Co-opt Energy Weapons makes enemy energy weapons heal whatever they shoot at. If the enemies are shooting eachother with the effect on, they will naturally heal eachother.

It was just the Voth Citadel left, and only the team was shooting it, afaik. The Citadel might have shot at the Borg Queen, though. So, if someone puts a Confuse effect of any kind on an enemy, or if the Co-Opt Energy Weapons is already in effect when the Confuse hits, that enemy then might heal the opposition?
