The current very rare Endeavor for 8000 is playing one of the Competitive TFOs and NO ONE is playing them. WHY? = /
The Personal Endeavors are not the same for everyone. I think mine was shield healing in space today. The Competitive TFOs are not very popular, and I strongly suspect most would re-roll if it came up for their Personal Endeavors and they had the token.
As for the mention of Random Task Force Operations (RTFO), if Competitive TFOs were in the RTFO system, you'd likely be able to get into the TFO fairly quickly, by the system filling the TFO with people that were looking for the extra rewards that the RTFO provides. Without RTFO, you have to wait for people to actually desire to play the TFO you're looking to play without extra bribes... A tall order for a 10 player un-popular TFO.

Its pretty much the only reason people play queues other then ISA, CCA, or Swarm, since most STO players are more obsessed with time/reward ratios then playing a wide range of content.

They probably play RTFOs, Starbase 1 or special events instead to get the Marks, as those give Marks of all types, and you can convert 100 Marks to an Elite Mark once a day.
The Elite Marks are a pain being limited to one per day, so I usually start converting up as soon as feasible while leveling up the Rep to where I hit what I need minus four, giving the option to have a Elite Mark drop from the Daily boxes or getting the last one I need after hitting the needed Tier, and hitting Tier 5 nets you 3 Elite Marks.
This one has come up a couple of times. I was one that received such a personal endeavor a couple days ago, along with a few others that were in chat at the time. Mine was to complete not 1, but 3 of them. This took me roughly 5 hours in queue to get done. Other said it took them 8, or more, hours to get it done. this was also queuing for Normal and Advanced.
I dropped a suggestion about reducing the number needed to complete the endeavor. But, then, re-roll tokens are a thing, even though they're fairly rare, I've only received two of them. I'm going to hang on to at least one, in case this comes up again. Of course, my first re-roll token actually came from completing this endeavor.
It's unfortunate, because if there's fear of PVP, some of those Competitive ones don't even have you doing that, yet can be done quite easily even on Elite.
Except for when this rep was new and more people did the Competitive queues, the instances for this are mostly dead.

Had two yesterday so i would not say nobody is playing them, but they are slow to pop.
Queued all competitive TFO for all difficulties and went for some defera or kobalistan action.
Or just shoot up borg in Kerrat. When waiting for competitive one usually has suitable gear for PVP equipped.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
Yeah it is annoying. I had the play 3 missions task the other day as did a few fleetmates. We queued for all 3 missions at all difficulties but none popped. That’s definitely the one task you want to save your reroll tokens for. It seems completely baffling how Cryptic can’t see the problem with this situation.
it's not apart of the random que... so your SOL. that is what a re-roll is for. unless the universal endeavor is for a competitive que... you need to wait for 9 other suckers to que up. good luck with that. best advise is to re-roll or select all ques in normal and advanced and hope you get lucky.
Not after they spoiled the rewards with allmarks, no. Most people simply have no reason to. Just like everything else that isn't random-eligible or CCA.
You will have to ask people to play them with you. You know, be social. As horrible as that seems to be for some people, this is a multiplayer game and it isn't all about you.
Or alternatively, you can leave it and there will be something else in it's place tomorrow.

False info you put up there, @somtaawkhar . I got a pop for the Binary Circuit Adv a couple days ago, and it was from queuing for the randoms. Got myself the lovely common extra marks box as a reward from it.
Yeah there’s no possible way the Binary Circuits queue popped for you on random, Cryptic have categorically said that those are not part of the system. If they were then there would be no issue as they’d auto fill even with a single person in a queue doing an endeavour. That’s how it works; it “randomly” autofills any queue with someone already waiting and needing players before it picks any truly random map.
For me it worked well to promote BCE in dedicated pve channels (chans from sto-league, subcomms to name a few) to fill the queue. normaly it went pretty fast for me
While all queues depend on other players to some degree or other, the competitive ones have a slightly more important requirement that people in them know what to do.
The lack of understanding of key objectives to continue is more pronounced with pugs, so those particular queues are a lot more irritating and usually end up being a waste of time and effort since you often fail to complete.
I cant speak for all players but I can speak for those that have the same reason I do, they never win ever. When I do the competitive TFOs the team I am with never wins ever so why bother playing theme when you always lose the objectives cause of what others that cant refuse to play the missions just to get your reward for doing it halved. Same reason I never do any ground TFO and certain space TFOs, want more activity in the TFOs in general stop punishing players that play the matches right.
Have you tried hitting up chat and directing things? This what I do when I see things not going as they should. The only thing we can blame Cryptic for, is allowing the easy mode stuff to go on for to long. We can't blame Cryptic for a players lack of knowledge, since a great majority of player knowledge comes from other players. If you aren't at least trying to inform others how to complete these TFO's, then you are still part of that problem.
Take for example my last Azure Nebula. Most, just run off and pew here. Starting out I advised, aim for the highest points, and then, while the scattered pewing started, I started calling out in chat things like, "3 north" or "2 east", you know point value and direction. We didn't make the optionals for it. But, things started to come together and I'll take a 7/10 on both as a good thing. Since people started to note what I was saying, and moving in manner to accommodate it.

"What difference does it make?" you get the marks and the elite mark all the same (if on advance). personally I be happy to stay in the 1st section and shoot things and have the other team win. while I have never won in space... i've been on ground ques where "I" have won. never really noticed any difference in rewards.

Pretty selfish view, there are other ways to get what you need that don't involve making other people play content they don't enjoy.
