Dominion/Fed character can't open Federation Sweater box

My Dominion (Federation-aligned) character is able to purchase the "Festive Federation" winter sweater from the Holiday Item Vendor in Q's Winter Wonderland. However, I am not able to use (unpack) the box from my inventory. I get a message saying "You do not meet the requirements for this item."

Either:
I'm not supposed to be able to use it - so I shouldn't be able to buy it from the holiday item vendor (just like the Festive Klingon sweater and Festive Romulan sweater)
Or:
I am supposed to be able to use it - and its not working as intended.


Steps to reproduce:
1. Load a Dominion (Federation aligned) character
2. Go to Q's Winter Wonderland
3. Talk to the Holiday Item Vendor
4. Scroll to Costumes, and purchase the "Outfit Box - Winter Sweater - Festive Federation"
5. Find the item in your inventory and attempt to "use" it (i.e. open the box).

For my KDF-aligned Jem'hadar it was even worse. It took my hard-earned trinkets, allowed me to open the boxes and then doesn't show the items at the tailor. Total ripoff!
