hangar pets and npcs dont fire energy weapons while fire at will is running

like the title says, pets stop using their energy weapons when they use fire at will. they still fire torpedos during that timeframe.

tested it with elite tholian mesh weaver, elite romulan droneships, elite epoch fighters and vanguard gunships.

after testing a bit in the solonae contested zone, voth ships seem to stop shooting with their energy weapons while faw is running too.
my guess right now would be that they stil use an old faw version that got somehow removed so they stop shooting.

oh i forgot to add, the problem seems to exist since the ViL launch.
