Fed-aligned Romulans can no longer use the ESD Shuttle to the Academy

Ever since the AoD season intro patch, Fed-aligned Romulan captains can no longer use the shuttle service on ESD down to the Academy. When they go to the shuttle bay console between the Exchange and the vendors on ESD, no interact ("Take Shuttle to Starfleet Academy") pops up for them anymore. This used to work previously. It still works as expected on normal Fed toons.
