Unable to select Tactical Training: Photon Grenade III or Smoke Grenade III with discovery tactical

My discovery tactical human seems unable to pick either of the options in the title. I didn't pick them right away but waited until level 10 to do so, yet for some reason I could pick Willpower or Device Expertise at level 10.

This should be fixed.

Thinking of ideas from lots of games for, dunno how long now.

    I got Engineering Human, and she could not pick up 1st training too (don't remember which ones was it) - toon is at level 7
