Never complained about it myself but came back recently after 6 months to find that it's even worse and people have been complaining about it for years.
Last mission I did on ground 75% of the mission I couldn't see the walls, my teammates, obstacles, or enemies due to the constant kaleidoscope of visual effects. It was like looking through Geordi's visor.
If it's an effect I need to see so I know where a buff is fine, otherwise it needs to be turned down or off.

Agree times infinity. It's distracting, completely ruins the immersion, and is absolutely useless to me as any info it tries to communicate is lost in the visual noise. I would even pay for an option to remove it.

When you think about the computers most people own, which are generally subpar for gaming, then the visual spam becomes nothing more the lag. So while I agree the en masse rage-quitting over it is an exaggeration. I would say that is's one of the primary causes for people leaving. Why bother playing game that does nothing but lag because of all the visual spam? Which is also part of the reason the STF's are dead. By not doing them, people don't have to deal with the visual spam.
So when you think of this, and think it's not a problem. You're forgetting, some people just don't like the visual spam. I'm one of them, I don't even hardly watch my screen when I'm actually doing stuff in game. I watch my skill bar instead. As I said, I love my eyes more than the game. Others don't like it because it lags their computer. So, it's a two-fold problem, that easily fixed with a means of disabling the visual spam.
For those that would say, "They should just get a better computer." Before you say anything, remember not everyone can afford a new computer. So unless you're offering to buy them one, I'd advise not saying anything.
True that.. 2 days ago i was leveling a Borg-ish toon and did some of the Cardassian episodes... man, i was just staying there pressing TAB and Space to activate everything and fire because in front of me there was a giant bubble of colors from incoming and outgoing attacks and abilities.. I didn't see a thing.. i only stopped when after pressing TAB there was no more opponents to select, cos i couldn't see them at all. In the end i was: BAH !!! horrible stuff
I am getting a lot more fun playing with my AoY/TOS using basic TOS era stuff.... and i've been going back to the Shotgun/TR116 and older "not so strong" weapons and abilities, which is sad... because to maintain it that way i would not be able to use any end game content... for the sake of visual cleanliness

Have you seen the effects on ground sims from the rainbow energy explosions? That can blind anyone for a few seconds. I have a high end PC with great graphics card but imagine for those who just have the barely specs to play STO. If some think a party ball is an annoyance, then all these rainbow colored explosion in space/ground are out of any measurable chart. I wish there could be a rainbow energy suppressor same as party nullifier.
