So why did they bring out a second FED&KDF bundle instead of a ROM&JEM one to keep the balance?
Because T6 Ambassador and Vorcha are probably a more important add-on to STO than the appearance of balance within a narrow window. Plus we're about to enter the DSC era immediately following a DOM/CAR expansion so bolstering the 25c FED/KDF lineup is probably a wise precaution to buffer the strong antipathy towards DSC held by some (re. KDF and FED.)
Load 'em up now so there's less pressure later on, that sort of thing.
ROM gets left out most (JEM did just have a big ship infusion), but I think it'll be most interesting to compensate them with a stand-alone warbird at some point with a console focusing on cloaking or singularity powers (irrelevant to the KDF/FED, and thus something we haven't seen in the age of near-perfect parity.) Then next up, JEM can have something that's more universally desirable (playing to T6 mastery.)
Okay, I will grant that the T6 vorcha and ambassador ships are a pretty big deal. I actually LIKE both of these ships. Their stats are interesting and I can do some pretty nice things with them. But WHY the first two? The New Orleans while also a very nice ship isn't as big as the ambassador or the vorcha...and the other is a cryptic specific design. They could have released the ambassador and vorcha first and done the rom/dom bundle second. But than again, the choice to abandon the romulan faction happened months ago. Even before the AoD announcement. It happened as soon as they did the fly you ally ship. We all know it...everything else they say is a lie at this point.
"Lie" is a strong word, it implies deliberate deception to do harm. Let me give you an alternative explanation;
they don't have any unreleased Romulan ships, and CBS is strong-arming them to produce ships for the Klingons, because guess who's important to the marketing over there? Discovery.
You'll note, they also didn't do any TOS themed Starfleet ships in either bundle, and the official line is that AoY characters (aka 22nd century Starfleet) are a whole faction too.
Okay, so that means the game-makers, and ship-artists, have to be creative with each new build. This was pretty easy for the Science destroyers, because they could basically use a common template and get away with a lot more since Discovery basically shitcanned Klingon ship design for "Random rule of Kewl", anything they slapped on the framework would be sufficient under the new design rules from CBS.
The Cruiser/Battle-cruiser, is Cryptic going "I'm sorry man" and trying to reassure a vocal portion of hte fanbase that they're not forgotten, right before they drop the Discovery Hammer on them.
Romulans? haven't been a problem fanbase before now. Not since they were made an adjunct of Starfleet with Legacy of Romulus, but they're also not centre stage for the CBS product that controls the IP and, through that, can and has chosen to, dictate terms.
This isn't like the Mogh mess-where a promised ship (first to hit the C-store in over two years) was rainchecked with its better-stat-clone (and at the time, it WAS better statted. Remember the Crew Mechanic?) rushed out less than a week after the raincheck was announced.
Cryptic outright said there would be fewer Romulan releases when they announced the ability to cross-fation on T6's with your romulan.
There's no outright deception here, except Self deception. and you should've read the writing on the wall, when AoY's ship packs rolled out, and everyone 'not a fed' got the same cross-faction ships.
The budget friend Coldnapalm, is going to Fed, and to "Klingon". They snuck in a T6 Vor'cha as a consolation prize for a long-suffering minority whose faction is getting shafted with the next release-not 'shafted' in lacking content, but rather, in being turned into moronic lizardman/Orks who stiffly cripple their way across the map in randomized junk, asthmatically wheezing paeans to T'Kuvma, reduced to a one-dimensional, one-note range target, gutted of everything that made Klingons cool in favour of some reality-show-makeup-artist's Giger-inspired, bird-lizard wet-dream.
Do you feel like it was when Geko said what he did on that particular podcast those years ago, regarding the formation of this "Grand Alliance," but that it's hitting the Romulan and Dominion players especially recently?
I can wait paitiently for more Romulan and Jem'Hadar ship releases. When PWE wants some money, the Romulan D7 will appear and I will definitely want one, Not to sound like I am defending PWE, but there are a lot more Fed ships to pick and choose from to add to the game than there are for any other Star Trek Faction. It took them this long to finally get around to bringing the Ambassador to T6. Maybe the D7 and some other major Romulan ships aren't too far off from a release.
For a nice change I like the designed of those ships. But unless they are good with mines its unlikely I will buy them. Any chance we could get a mine layer ship in game at some point? We have good ships for torpedoe boats, canons, pets, beams e.c.t but not real stand out ship for mines.
What about the Dreadnought Cruiser from this year's Risa event? I would think the 3/5 weapons layout would be ideal for mines. Especially with a good mix of Consoles & BOffs supporting the mines.

I may not main a Romulan or Reman captain, but I do have a considerable roster of RRF Captains (a few are full Romulans and several that have either or both Reman & Romulan heritage), so yes this impacts me as well. It is my opinion, strategically and in practicality, the RRF Fleet needs a Support Cruiser of its own, and it should have been a part of this offering. Also, as a fan of Mister Probert's work, I would love to see him design a hardy Cruiser Warbird for the Romulan Republic; maybe a Reman design? Or possibly a ship made by Remans & Romulans (& others) working together for the greater good, not just the immediate benefit for their people. Thus proudly showing blended elements of Reman and Romulan design?

Design question on the Vor'ral: did Formula 1 or Indycar influence the design at all? I'm seeing a lot of cues that seem to reference aero features and body contours. Could just be my recent choice of viewing...but in any case damn fine job.

According to Rihannsu the Romulans hated the D7 anyway ("built by the lowest bidder" — Ael t'Rllaillieu), so they just took the gun tech and put it on their own ships.
