It needs to be it's own faction.
Collective, not Cooperative.
There has to be an OpFor in the game especially for PvP.
The Devs know it.
I know I'm not alone when I say I am looking forward to a Borg future.
Only way a Borg Collective faction could work is as PvP matches involving asymmetrical multiplayer like Evolve where a team of standard players fights against one person playing as the Borg Collective. So think the Borg player playing the game as Star Trek Armada without the resource gathering and building ships and the other players playing the game as Star Trek Online.
If you want to play as a Borg, unlock Liberated Borg. Then add liberated Borg boffs (C-Store, Delta pack, Humble store pack) and the Borg boff from the Omega rep, and maybe an android or two. Get yourself an Adapted Tal Shiar ship and use Omega assimilated gear.
My newest character is a Romulan liberated Borg with a mixed crew of liberated Borg and Romulans in a Tal Shiar ship and feels Borg-y enough for me.
I am doing that exactly... even not having the Liberated Borg unlocked.. with the things available at the tailor you can make a very Borg-ish toon. Then add those 4 Borg bridge officers and Omega gear for your ship... i am flying the Nyhidron Destroyer at the moment

Even then, the infected complexion is still a head only skin. I've been bugging @ambassadorkael#6946 about it during the livestreams though.

Ground team vs alien monster
this could easily be an easy adaptation to add that would, at least, add more value to the PvP of this game. A Cube vs a fleet seems like it would be good but it would still have issues with the hardcore builders.

Sadly, I don't trust Cryptic to accomplish anything significant for PvP aside from the Competive Wargames Reputation. The Competitive Wargames Reputation and the associated queues are the maximum amount of PvP that Cryptic can do. Asymmetrical PvP would be a massive undertaking for any MMO with a decent PvP development team. You know PvP is in dire straits when a dev blog comes out where they admit thinking about removing PvP from the game.
Having one monster ship fighting against a team of smaller ships would be much easier than having a team of ships against a bunch of npc ships controlled by one player. Then there is the whole balancing issue. The monster ship or group of npc ships would have fixed equipment while the other team could bring whatever OP equipment and abilities they want.
I don't think we should ever have a playable Borg Faction...
But if we did, I think I'd rather see them start off at the assimilation of Vega Colony from the Borg point of view. Perhaps the player character could be one of the colonists that gets assimilated and you go through the whole assimilation process.
i always got the sense Cryptic want to play factions from a heroic point of view. i doubt the Vega colony or the collective in general is an idea, especially not with cubes, tactical cubes and tactical fusi... err anyway.
The cooperative seems like another place to start, work on some unique borg ship designs that the cooperative has come up with and has some inspiration from their allies in the DQ and BQ. work in a post Jenolan sphere gate activation storyline how the Borg are pressing in on the cooperative, kazon raiders and the like. there could be something in all that. one thing i wouldn't want players to get a hold of are cubes, keep those in the NPC ranks.

It would be a cool PVP game. Think Zombie Panic Source, but Star Trek themed. Start off with one player as borg, and each one they defeat joins the borg team.
The Borg themselves would be way too OP in a game like this imo. I would see absolutely nothing wrong with a Cooperative faction, but full on borg would be a bit much.

It wouldn't be the full on faction, just as Dominion isn't a full on faction. The initial story could literally be the player being disconnected from the collective in an attack, and they would do a collective based few missions, trying to reconnect. Maybe tying into the borg cooperative, which leads you to the joining the two main factions.
