Lost ability to transwarp to DS9

When 'Victory is Life' launched I lost the ability to transwarp to DS9 on my main character. I thought it was part of the launch and I had to earn it back through the Gamma reputation system or something. I just learned today that no one else has lost DS9 from their destination list when transwarping.
My other characters have DS9 but they are all Gamma Recruites, so I thought nothing of it. Below is my account and character info
