Jem'Hadar character are unable to access centain missions on new romulus e.g. Secret Shuttle codes mission,

unable to enter the mountain pass

    I think those missions are unlocked as you increase your Romulan reputation.

    im on level 3 right now and i still cant enter the pass

    Have you completed the introductory mission from the Romulan Ambassador on Earth Space Dock, Qo'noS or Deep Space Nine?

    just worked out why its not working!!! on the jem'hadar toons all the character episodes must be played in order...and since i havent done the borg missions yet it wont let me doing anything apart from the intro to new romulus! bugger

    Once you clear 'Yesterday's War' you can skip all Episodes bringing you directly to the New Romulus Arc. There may be one non-repeatabe Episode, a throwaway, at the start of the Cardassian and Borg Arcs that you need to clear, but that is it.
