Gravity Well activates Invasive Control Programming even if the trait is inactive

Just like the title said, Invasive Control Programming seems to be always-on when it comes to Gravity Well, regardless of whether you have it slotted or not. However, if you don't own the trait at all, it doesn't proc.

Tested it with multiple people and it actually deactivates a subsystem (so just not a visual tooltip bug).
