Quantum Phase Beam Array - Shield Drain/Heal not Proccing

I recently observed what appears to be a bug with the Shield Drain/Heal of the Quantum Phase Beam Array. After not seeing the drain or heal in multiple (~10-20) Combatlogs, I ran a test in Japori Patrol Advanced where I had only the QP beam equipped (along with the Quantum Phase Converter for the 2pc). I also made sure the enemies were targeting me such that my shields were not at full strength (for the heal component). After at least 50 weapon cycles, no proc of either the shield drain or heal occurred (per the Combatlog). I realize that since it is a 2.5% proc, I could have gotten very unlucky. But the test, combined with all the other runs I did that prompted the test, make me think that the beam is bugged somehow.
