The House Always Wins is uncompletable; the first satellite can't be targeted or destroyed, only the second one. I've tried doing this mission twice and nothing.
This worked fine on my regular Klingon, just not the Delta Recruit (aka, the one that actually needs it cmpleted).
EDIT: 5th times the charm.
