plumbing power still bugged

i just got to do plumbing power for the first time since the new season and its still bugged. you try to create the electro-plasma device and it won't let you do it. sometimes after zone reset it will let you complete the mission but that doesn't always work either. i heard a pretty plausible suggestion that the problem with this mission is the same problem with the mines. When the mines go off on stationary targets like the borg in the city that are already there, they do no damage but when doing the temple hard mission if you lay the mines before they beam in they will more than likely do the damage they were intended to do. Bugs like this are very frustrating especially since they don't ever seem to be addressed and continue for months without any hint as to when they will be.
