Is the Enhanced Sensors Trait Bugged (Tier 2 Gamma Rep Space Trait)?

I've been testing the new Tier 2 Gamma Rep Space Trait, "Enhanced Sensors," but can't figure out how it works. The description says it gives "+15% Control and Drain Ability Effectiveness" when activating a "Captain Ability." However, when I slot the trait, the only time I see any indication it's working (a buff bar icon with a 15s timer) is when I activate Evasive Maneuvers. Other captain abilities - Sensor Scan, Scattering Field, Subnucleonic Beam - don't cause the buff icon to appear. Furthermore, when I *do* see the buff icon and check stats for things like Tykens Rift or Gravity Well, I don't see any sort of "boost" to their effectiveness - e.g. Tykens drains the same level of subsystem power with our without the trait "active." Neither do I see any increase in the base DrainX or CtrlX skill level. And testing against a fleetmate in a private PvP match shows no measurable increase to the power drain for Tykens 1 when cast by a player with 667 DrainX skill against a fairly generic escort warbird build (without Miracle Worker slotted).

So the question is: What does this trait actually *do*? Because, from what I can see/test/measure, it isn't doing *anything* at all. Is it simply bugged? Why does it only become "active" from using Evasive Maneuvers and not other captain abilities? And where can we go to check the effect of that "15%" boost to "effectiveness?
