Problem with KDF Jem'Hdar Vanguard buying Tactical Vulnerability consoles at the Fleet Sphire

As the title suggests, if I go to my KDF's fleet spire with a Jem'Hdar Vanguard and try and buy one of the Tactical Vulnerabilty consoles, it is greyed out, as though I do not have enough Di, FC or resources, but that is not the case as the required amounts show I do, and if I go to the console with a non-Jem'Hdar character who is part of the same fleet I can buy the consoles just fine.
My Jem'Hdar Vanguard is level 65.
Could you investigate please?

    Sure about fleet stores permission on that toon?
