NPC names unresolved in chat text

I do not see npc names in chat. Instead I see some kind of reference like "[NPC] C[20251 Ground_Federation_Capt_Range_Eng] ...". I do not see any errors in the logs about corrupt files, and a force verify did not fix it.
Is this a known problem? What file contains the character name decodes? Does a delete-and-verify fix the problem?
