New Romulus Alerts and Site-to-Site Transportation: New Character can not Site-to-Site Transport

Summary:
A new character can not Site-to-Site Transport during alerts on New Romulus, despite having all the transporters unlocked.
My new character which allegedly unlocked all transportation points in New Romulus, still had not got a transportation system quest, and maybe that's why can't use the red alert on New Romulus to perform a site-to-site transport despite having the unlocks.
More known details, possibly relevant:
Character is new (Delta) and a Romulan. No transport system quest was suggested to it.
Character found transportation points before completing tier missions or tiers, I think, but after "Laying on Hands" quest.
(Character was sent to NR, and was speaking to the two NPCs and completing Aid NR and Laying on Hands without issues)
The issue was found after already doing T1 and T2 and after completing all T1 and T2 related missions (also including chache but not only)
No gray lines on the "main" transportation system*, so all possible locations unlocked.
The message received on the fail try's transportation notice (after pressing continue) says essentially "you need first to unlock <location>..."
The actual and final transport option on alert-site to-site transportation notice (near "thanks for the information"), is grayed.
Additional known info:
Character passed and took all next missions in the NR line right after getting Aid New Romulus quest fully done. (Now having T3 and completed the matching task, All missions beside T4-5 missions (the Power Source and the matching (not yet gotten) T4-5 quests were already done, but character still can't transport or get the transportation system quest even at this point)
*The Epoh Fields transportation point seems to be called Isha Forest in the site-to-site matching alert transport notice.
There is no such named transportation points on the "main" transporter.
