Weird Chest gear and Missing Bridge Officers

I was updating my captains appearance and i had selected Special Forces 1 in chest gear and i get this post in my screenshots here below and i do not know why this has happened. i dont know why a left shoulder pad has appeared on the right side either this is a mystery to me. https://steamcommunity.com/id/lycansorrow/screenshots/?appid=9900 when i was playing in the klingon faction i played though the tutorial missions and i did not get K'Gan when i finished the tutorial which has happened during the delta recruit event and i have multiple times to get him and still he is missing has this happend to anyone else?

K'Gan isn't commissioning automatically like he's supposed to. You do still get him, but he goes to where bridge officer candidates go, on your character sheet, Stations tab, there's a button at the bottom of the page to show bridge officer candidates, that's where you should be able to find him and commission him.
